Daniel Dingel is a Philippino engineer who has for many years been driving around a car powered by water! He, like others before him, devised a chamber that breaks apart the water molecule to produce combustible hydrogen. Mr. Dingel has claimed that the IMF and World Bank have blocked utilization of his technology. A Yahoo chatgroup sponsored by Dingel acquaintance Antonio Z. Domingo encourages discussion of the technology. In July of 2008 a webpage was launched (www.danieldingel.com) and shortly thereafter, Dingel was arrested on a charge of "estafa".
